Lors de la journée internationale de la démocratie à Toronto le 15 septembre, plus de 500 universitaires canadiens, plusieurs membres de la Société royale du Canada, 29 titulaires de chaires de recherche du Canada, et deux professeurs membres de l’Ordre du Canada ont appelé tous les partis à travailler ensemble à établir un système électoral plus équitable.
Le porte-parole en matière de réforme électoral du NPD Craig Scott, la députée libérale Carolyn Bennet, le chef du Parti Vert de l’Ontario Mike Schreiner, l’ancien directeur parlementaire du budget Kevin Page, ainsi que le professeur Peter Russell se sont joint à Représentation équitable au Canada pour rendre publique la lettre de plus de 500 universitaires canadiens faisant appel à tous les partis à travailler ensemble à instaurer un mode de scrutin de plus proportionnel.
Kelly Carmichael, directrice exécutive de Représentation équitable au Canada, a souligné : « Le principe démocratique fondamental selon lequel le vote de chaque Canadien devrait être égal et efficace, peu importe où vous vivez ou pour qui vous votez, n’est pas respecté dans notre système électoral actuel. Chaque vote ne devrait pas seulement être compté, il doit aussi compter pour la représentation. »
Et le professeur Peter Russel a ajouté : « Ce sont les citoyens qui devraient décider de comment ils souhaitent être représentés et qui devraient utiliser cette élection pour dire à ceux qui les représentent actuellement qu’ils veulent un changement vers un système qui les représente équitablement. »
Kevin Page, ancien directeur parlementaire du budget et titulaire de la Chaire de recherche Jean-Luc Pépin au département de sciences politiques de l’Université d’Ottawa, a déclaré : « Les institutions sont importantes. Toutes les recherches démontrent le lien entre des institutions fortes, la force de votre démocratie, la prospérité et comment elle est répartie dans la population. Nous avons une occasion extraordinaire. Je pense que le changement s’en vient. Vous pouvez sentir l’élan. Nous avons trois partis qui ont promis de changer le système électoral. Nous devons en tirer profit. »
Il n’est plus possible d’ignorer le nombre croissant de Canadiens qui comprennent les failles du système. Ils veulent des votes égaux et efficaces, et ne veulent plus qu’on leur jette de la poudre aux yeux aux urnes tous les quatre ans. Représentation équitable au Canada est appuyée par plus de 60.000 Canadiens, une trentaine d’éminents conseillers de partout au Canada, 700 bénévoles qui travaillent dans les circonscriptions électorales, 35 équipes et chapitres, et maintenant 500 universitaires appelant à des votes égaux et efficaces.
Représentation équitable au Canada a aussi dévoilé sa nouvelle page web « Qu’elle est leur position » qui présente les candidats et leur position sur la représentation proportionnelle : www.fairvote.ca

Le Canada est confronté à un déficit démocratique important, illustré par :
- un faible taux de participation électorale;
- des gouvernements majoritaires élus avec remarquablement moins de 50% des voix, qui prennent des positions insensibles aux points de vue de la majorité;
- le gaspillage des votes de la moitié des électeurs, dans le sens que ces votes n’élisent personne;
- les prises de positions partisanes superficielles des politiciens; et,
- le phénomène des plus inquiétants qu’une majorité croissante de jeunes Canadiens considèrent que voter ou s’engager en politique électorale n’a peu de valeur.
En tant qu’universitaires dans les universités et collèges canadiens à travers le pays, nous croyons que le Canada ne peut plus se permettre d’ignorer la nécessité urgente d’une réforme électorale. Nous avons besoin d’une démocratie représentative et inclusive qui fonctionne sur la base d’un système de vote équitable et proportionnel.
