Are you on Blogger?

• Log into your page, click the "Customize" button in the menu along the top of the page, go to the Layouts tab and click Page Elements.
• Click on "Add a Gadget" and then the "+" sign in the "HTML/JavaScript" gadget.
• Title your gadget "Declaration of Voters' Rights" and paste the code into the box.
• "Save" the gadget, and then "Save" the new Page layout.
• View your blog and make sure the link works.

You can go back to Page Layout and move the gadget around if you want. Other blog engines will have a similar function.
